Lawyer, business consultant, and public policy analyst. He is currently acting as Technical Secretary of Próspera ZEDE, a Special Economic Zone in the Republic of Honduras with the status of an autonomous municipality, a common-law legal system, a policy of low taxes and free trade, and an independent financial supervision regime. Previously he acted as Managing Partner of INERTIA, a professional services firm specializing in corporate governance, strategic planning, risk management, and family office services. As legal counsel, he has advised local and international companies in matters such as global trade, tax planning, and regulatory compliance. As a policy analyst, he has several years of experience in research, policy consulting, and political reform within the areas of tax reform, special economic zones, civil liberties, and market liberalization. In 2016, he led a successful policy reform campaign where the Honduran Congress adopted 15 of his 20 policy proposals within the country’s new Tax Code, garnering Atlas Network’s Award for Free-Market Solutions to Poverty.
